The Mode Manager fulfils two seperate tasks. Firstly, it can be a database to allow for example, someone to message you a username and password and you bestow a mode (Op, Voice etc) upon them... useful on networks with no services. Secondly, it works like a blacklist, with masks to ban/kick upon joining your specified channel.
